TYNDALL AIR FORCE BASE, Fla. -- The 325th Fighter Wing and the Air Force Civil Engineer Center will host the first Virtual Industry Exchange on June 12, 2020 to explore possible mixed-use commercial development at Tyndall AFB.
The Air Force branded Tyndall AFB as the “Installation of the Future” and as part of the rebuild, they are seeking ideas for development of approximately 3,400 acres on the northwest peninsula. The virtual exchange forum provides industry the opportunity to collaborate with the Air Force to advance the redevelopment of Tyndall through the Enhanced Use Lease Program (EUL).
“EULs harness the collective power of the Air Force, industry and the community to create phenomenal projects that are a win-win for all parties,” said Mr. Robert Moriarty, Director of the Air Force Civil Engineer Center, Installations Directorate. As the organization responsible for representing the Air Force in identifying EUL opportunities, the Air Force Civil Engineering Center negotiates and manages those leases for the Air Force.
An Enhanced Use Lease is a lease agreement between the Air Force and public entities or private developers to create mutually beneficial commercial projects on non-excess, underutilized Air Force real estate. In exchange for leasing property, the Air Force receives cash or a combination of cash and in-kind consideration, at or above fair market value. EUL projects cover a broad range of industries including hotels, business parks, solar arrays, sports complexes, energy, and commercial mixed-use developments.
“Building the installation of the future at Tyndall Air Force Base is a partnership between the Air Force, industry and the local community,” said Brig. Gen. Patrice Melançon, Executive Director of the Tyndall Reconstruction Program Management Office. “An EUL can be an economic engine for the community, and help us ensure the long-term viability of the new Tyndall Air Force Base.”
The Air Force released a Request for Information (RFI) on beta.SAM.gov to gauge industry’s interest. The RFI closes June 30, 2020. The Industry Exchange will bring developers together virtually to learn more about Air Force needs and to share ideas.
The Tyndall Program Management Office is leading the effort to rebuild the base to meet the missions of today and tomorrow. In September 2019, the Air Force awarded the first two military construction contracts to begin the rebuild of Tyndall AFB – $11.8 million to construct a fire station and $17.6 million for an Air Battle Manager F-15 simulator building. To date, the Air Force has obligated $679 million to redevelop the base.
